A small shop does not need a website. It needs to be findable when someone nearby searches for what it sells. Those are different problems, and only one of them requires a developer.
"Who is near me" and "who has this today" are different questions, and only one of them brings you a customer who has never heard of your shop. The second is answered by your catalogue.
Nobody in a local market wants to fill in a form. They want to send a message. WhatsApp already wins that argument — the real problem is what happens when thirty conversations are open at once and two of them are the same customer.
Finding your shop already in a directory is mildly unsettling and easily mishandled. The instinct is to create your own proper listing. That is the one move that makes things worse.
